Main objectives:

The goal of the project is to create an interregional and international high speed railway connection. Bridging the missing links will improve the rail connectivity between Poland and Ukraine, attractiveness of rail transport and, consequently, increase its market share. Since the line is planned as a High-Speed Rail corridor for mixed passenger and freight traffic majority of it will be accessible for intermodal freight trains.

The cross-border section will significantly improve overall cohesion and integration of Poland’s railway transportation system with the Ukrainian railway system.

The Project will also advance military mobility capacity.

Short description:

Construction of new railway line section from Trawniki to PL/UA border with a maximum operating speed of 250 km/h, as a part of Corridor 5. Warsaw – Lublin – Trawniki – Chełm – state border and Trawniki – Zamość – Tomaszów Lubelski – Bełżec – state border with its planned extension to Lviv in a European standard gauge.

Based on an MoU CPK and Ukrainian Railways established working group to prepare common Feasibility Study covering the entire section from Lublin to Lviv, including Lviv node.

The new line will be fully electrified with 2x25 kV AC. The line is expected to be double-track in a European standard gauge. All other parameters of the corridor will be fully compliant with TEN-T requirements for mixed traffic.

• The existing section Warszawa – Lublin – Trawniki is a conventional line.

• The section between Warsaw and Lublin is undergoing modernization which will allow to reach the speed of 160 km/h and meet all TEN-T requirements.

• The section Lublin - Trawniki requires a modernization, due to low capacity, limited maximum train lengths and maximum speed of 120 km/h.

• The new section Trawniki – Zamość – PL/UA border is planned as High-Speed Rail line.

After the completion of all necessary investments, the travel time on section Warsaw - Lublin - Zamość - PL/UA border for the fastest trains is estimated at about 3 hours.

Final travel time will be determined after the completion of feasibility study.

    Planning

    The Memorandum of Understanding (MoU) between the CPK company and Ukrainian Railways (UZ), signed on 18 January 2023 in Warsaw foresees the works on preparation of a feasibility study (FS) for the planned new railway line between Poland and Ukraine in high-speed parameters on the route Warsaw - Lublin - Lviv, with a maximum operating speed of 250 km/h and in European standard railway gauge. CPK and UZ have been meeting regularly under the framework of Working Group to jointly work on detailing the scope, depth and technical details of the FS.

    February – November 2023 – CPK and UZ mutual works on preparation of an assumptions for FS for the planned new railway line on the route Warsaw - Lublin - Lviv in high-speed parameters, with a maximum operating speed of 250 km/h in European standard gauge.

    December 2023 - tender announcement for the feasibility study

    2025 – Completion of a feasibility study

    Design

    Section: Trawniki-Krasnystaw Miasto, Wólka Orłowska – Zamość, Zamość – Tomaszów Lubelski - Bełżec

    Pre-design works will be carried out regarding their scope of investments and possible high-speed connection with Ukraine, including the extension of the section to the state border and a new line to Lviv. On their basis, the investment option will be selected, preceded by an application for a decision on environmental conditions for the Polish section.

Budget:

The Polish section of the line will be financed as a part of the whole CPK Programme.

Multi-annual programme "Centralny Port Komunikacyjny Investment Programme. Stage II. 2024-2030",] provides financing for the years 2024-2030 and was adopted by the Council of Ministers (published in the Official Journal of the Republic of Poland – the "Polish Monitor" 2023, item 1258).

The newest Multiannual Programme foresees the expenses for the Polish section of the line for the period 2024-2030 at around 163 mln EUR.
